I will endeavour to keep this before Japanese Government

but if there is in fact no trade to be had I deprecate for the

moment pressing for convoys merely to assert the right of

passage. Any concrete evidence His Majesty's Chargé d'Affaires

can communicate to me from time to time bearing on absence (a)

of real danger to shipping or (b) of intended traffic round the

booms for military purposes,would be of use to me.
